The CFR web site also confirms that, "...samples of the virus remain in labs at the Centers for Disease Control and Prevention (CDC) in Atlanta..." Now, the Anthrax in the Anthrax letters came from a US lab. The US Government even knows who sent the letters and who they tried to frame Arabs for them. But the Anthrax scare didn't gain traction with the public because Anthrax isn't scary. It has no secondary communicability. While the Anthrax spores can give someone Anthrax, people with Anthrax do not infect other people well. Anthrax is, for that very reason, actually a battlefield weapon ill-suited for use by terrorists. Smallpox, on the other hand, has high secondary communicability. It passes easily from one victim to another. Poor as a battlefield weapon because of the difficulty of keeping an infection zone contained, Smallpox is an ideal terror weapon because the target population does the work of spreading the disease. And here we have an outbreak of a supposedly eradicated disease which the US just happens to have a supply of. Will the next staged-terror attack inside the US be a "Reichstag Germ?"
